He graduated from the Department of Finance at the Faculty of Economics and Administrative Sciences, Gazi University in 1997. He started to work as an Assistant Tax Inspector at the Ministry of Finance Tax Inspectors Board in 1998. In the Strategy Development Department of the Ministry of Finance, where he served as the Head of Department between 2006-2007, he participated in the analysis of the software and hardware infrastructure required relating to the works that should be carried out by the strategy development units established in the institutions as per the Public Financial Management and Control Law numbered as 5018 and participated in the work of developing appropriate solutions for the requirements identified as a result of this analysis.
Between 2006 and 2010, he worked as the Group Head in the Department of Application and Data Management of the Revenue Administration. During this period, he actively worked on technical infrastructure improvement for automation systems of the Revenue Administration (VEDOP 3), electronic invoice and electronic ledger projects as well as e-Confiscation and e-Collection projects. He coordinated the preparation of legal and administrative regulations regarding e-Invoice and e-Ledger Projects, determination of interoperability standards based on Universal Business Language (UBL) and Business Reporting Language (XBRL), and related software development processes. He completed his master’s degree in Technology Management at the University of Illinois in the USA in 2011 and doctorate degree in Business Administration at the Faculty of Political Sciences, Ankara University in 2024. During his master’s program, he participated in research studies on Different Approaches to Accessing High-Performance Computing Resources at the National Centre for Supercomputing Applications (NCSA), in addition to conducting research at technology companies such as Intel, Google and Facebook.
