He graduated from the Faculty of Economics, Marmara University, in 1991. He started working as an Assistant Auditor at the Court of Accounts in 1992. While serving as Chief Auditor, he was appointed as Group President at the Public Procurement Authority in 2002, when it was established.
In 2007, he was appointed as a Member of the Public Procurement Board, representing TOBB, and worked as the 2nd Chairman. During the same period, he served as TOBB Construction Contractors Council Member. He studied Public Procurement at the University of Nottingham. He attended many international meetings regarding tendering. In 2012, he started working at the Court of Accounts again and worked as the Rapporteur of the Board of Chambers.
He has published books called “Public Procurement Legislation” (2009) and “Service Procurement Legislation« (2015). He has many published articles on public procurement legislation. He serves as an arbitration arbitrator on procurement contract disputes and provides public procurement training.
After starting to work as a Certified Public Accountant in 2022, he was elected as a Board Member of Ankara Chamber of Certified Public Accountants and TÜRMOB Delegate at the General Assembly held on 05.06.2022. He holds the titles of Certified Public Accountant and Independent Auditor, and currently serves as a Board Member in public companies and various NGOs.
