He graduated from Aksaray Industrial Vocational High School in 1984 and from the Department of Business Administration at Faculty of Political Sciences, Ankara University, in 1988. He started working as an Assistant Accountant at the Ministry of Finance Accountants Board in 1989 after passing the entrance exam, and he was appointed as an Accountant in 1992 and then as the Chief Accountant in 2000.

Between 1998-2000, he completed his master’s degree in Financial Economics at Boston University in the USA. In 2003, he was appointed as the Head of Department at the Directorate General of Revenues. During his tenure, he worked on the restructuring of the Directorate General of Revenues, mainly responsible for Value Added Tax. After the restructuring in 2005, he was appointed as the Head of Department at the Presidency of Revenue Administration, where he was responsible for Implementation and Data Management. During this period, he led the restructuring efforts of the Revenue Administration and implemented the tax office automation projects VEDOP-II and VEDOP-III. In 2006, he was appointed as the Deputy President of the Revenue Administration. During his tenure as Deputy President, he was responsible for several departments including Implementation and Data Management, Collection and Disputed Affairs, Strategy Development, European Union and External Relations, and Revenue Management, which oversees Income and Corporate Taxes. He negotiated and concluded double taxation prevention agreements with many countries. Before privatization, he served as a Board Member of Esgaz Distribution Corporation and as a Board Member of the Directorate General of Electrical Works.
