He graduated from the Department of Economics (Major) and Corporate Finance (Minor) at the Middle East Technical University in 2001. He got his master’s degree in International Economics at Gazi University in 2005. Starting to work in the Institutional Investors Department of the Capital Markets Board in 2001, Atilla worked as the Deputy Head 2011 and 2016. He has been appointed as Head of the same department in 2016 and continued to work as the Head of the Department until 2022.
During his working life at Capital Market Boards, Onur has actively participated in the project of dematerialization of investment funds; in the establishment of exchange traded funds, hedge funds and portfolio custody institutions; in the studies of capital market law in compliance with European Union regulations; in studies of regulations relating to individual pension automatic participation systems, portfolio management entities, regulations on real estate/venture capital investment funds and partnerships, and the launching the Türkiye Electronic Fund Trading Platform (TEFAS) and the Private Pension Fund Trading Platform (BEFAS). Onur served as the representative of the Capital Markets Board in the Tax Council in 2017 and as a member of the Executive Board of the Venture Capital Support Group under the TUBITAK Technology and Innovation Support Programs Presidency between 2018- 2021.
